By happy, I mean happy happy, not shooting everyone happy.

Freeware? That I don't know. Do emulators count? Guess it also depends on what you call happy. I mean, is Pac-Man happy? It's not violent, but it's not really... well... cheerful.
But the "Hamtaro" games for the Nintendo DS, or Burger Time for Nintendo, or just about anything made for the Wii, tend to be happy.

Freeware, eh?
I can't think of any off the top of my head, to be honest. Now, if you don't mind using emulators or such, I can think of quite a few.
Most any Harvest Moon game is usually quite happy, and the SNES one is so old, it might as well be freeware now. Same with the GBC ones too.
